The best way to get this sort of vandalism removed is to contact the Toronto Parking Authority directly, either by email at greenpcs[at]toronto.ca (replace [at] with @) or by phone at (416) 393-7275. To help them locate the meter in question, they want a precise address, but more importantly they want the identifier number that's on a silver-coloured tag usually located just under the slot where the ticket is dispensed.
