City installs free curb cut as part of front yard parking permit application. City removes curb. City charges homeowner. ??

No consistency with front yard parking city-wide. At the discretion of current Councillor with no right of appeal.

I was caught between previous Councillor's approvals and current Councillor's denials.

Why is there no consistency City-wide in this process and why are these things left to the discretion of the local councillor without any right of appeal? Is this even legal?
